LIVESTOCK & DAIRY DEVELOPMENT

The Livestock production plays a vital role in National economy. At present livestock sector is contributing about 50% to the agriculture and 11% to the National GDP. The importance of livestock can be gauged from the fact that 30-35 million rural population of the country are engaged in raising livestock, deriving 30-40 percent of their income from this sector for their livelihood. The role of livestock sector as a whole becomes more significant in poverty alleviation, income and employment generation.
The province of Punjab has a huge Livestock population (Cattle-43% Buffalo-61%). As far as the role of Punjab in livestock is concerned, 63% milk, 43% beef, 33% mutton and 68% poultry meat of the country is being produced by the Punjab.
In the year 2004 the government of the Punjab adopted Vision 2020 for the province, which included a prominent and significant place to livestock sector. The Vision 2020 aims to create enabling environment for raising livestock production and use it as a vehicle for society security, poverty alleviation and rural development ultimately leading towards domestic food security ad creation of exportable surpluses.
To achieve the envisaged objectives of Livestock Development, following activities under the development and non development initiatives have/are being taken by the Livestock & Dairy Development Department during the last four years i.e. 2003-04 to 2006-07.
- Animal Health
A mega project for provision of Support Services to the Livestock owners is being implemented in 18 district of the Punjab with a cost of Rs.2.12 billion. The goal of the project is to provide sustainable Veterinary Services at the doorstep of the farmers by strengthening the existing network of the Veterinary Hospitals/Dispensaries and Centers alongwith construction of new institutions in the districts. 68 Tehsil Headquarters Veterinary Hospitals will be upgraded, 69 Mobile Veterinary Dispensaries will be started and 848 Civil Veterinary Dispensaries will be established at Union Council Level. In this project more than 3000 Veterinary and Para-Veterinary staff will be recruited.
2. Breed Improvement
To achieve an appropriate level of productivity for milk and meat breed improvement in livestock is being achieved through provision of artificial insemination services to1.38 million buffalo and cattle through 750 artificial insemination centers.
3. Provision of Credit Facilities.
To ensure adequate investment into the sector, Rs. 4.00 billion have been disbursed as soft term loans to the livestock farmers through “Chief Minister’s Employment Programme” during the year 2004-05 to 2006-07. A consortium of four financial institutions (NSRP, Bank of Punjab, Punjab Provincial Cooperative Bank and Punjab Small Industry Corporation) was formulated in which the District Officers Livestock played a pivotal role by providing technical assistance to the financial institutions and the livestock farmers in the respective districts.
4. Human Resources Development
The capacity building of the staff and the training of the farmers and paraprofessionals is being achieved through the training institutions of the department. 15000 village veterinary workers, 2100 farmers, 1185 veterinary assistants and 200 veterinary officers have been trained in various disciplines of livestock development institutionalized Livestock Department through its training institutions.
5. Milk Marketing
Under Punjab Milk Enterprises Development Project 440 Milk cooling tanks will also be distributed to registered community organization, livestock farmers association, milk marketing association and livestock farmers.
6. Mass Communication
The farming community is being communicated with the latest and improved technologies in the discipline of Animal Health, Breed Improvement and Animal Nutrition by employing the print and electronic media. 250 TV messages telecasted, 1500 Radio talks broadcasted and 88000 leaflets and sets of feasibilities of small, medium and large livestock project distributed.
7. Research and Development Activities.
I. Buffalo Research Institute, a state of the art research institution to spearhead the research and development activities for optimizing the production potential of Nili Ravi Buffafo is being established through the Asian Development Bank assistance under the agriculture sector programme loan-II.
II. Research Center for conservation of Sahiwal Cattle has been established for conservation and propagation of Sahiwal Cattle in the district of Jhang, Muzaffargarh, T.T Singh, Okara, Sahiwal and Khanewal. Sahiwal Cattle, a prime dairy animal of Punjab has faced breed degradation de to unscientific breeding practices.
8. Development Profile.
The allocation of Annual Development Programme for the Livestock Sector has been increased from Rs. 57 million in 2001-02 to Rs. 1152 million in 2006-07, thus achieving an increase of 2021%.
