COMMUNICATION & WORKS
Policy 2002-2007
Ø The important source of communication in Punjab are roads and 90% of passengers and goods are dependent on it which is increasing 4.5% and 10% respectively. Total roads in Punjab in 2002 were only 40 thousand kilometer while the length of these roads has been increased upto 77232 kilometer and the capital value of these roads has been enhanced more than Rs.200 billion.
Ø The government is making solid measures for provision of standard communication facilities. Keeping in view the importance of communications, reforms has been made in C&W department and all possible measures are being taken to provide fast, modern and comfortable communication means to the people.
Ø Keeping in view traffic flow, mega projects have been started in big cities including underpasses, flyovers as well as construction of new roads and remodeling of existing roads. Programmes have been prepared for widening and rehabilitation of connecting roads.
Ø The budget for C&W department was only Rs.1.5 billion when the PML came into power but due to people-friendly policies of the present government, the budget has been enhanced than Rs.14 billion which is a proof of the fact that the government is sincerely working for provision of better traveling facilities to the people of the province.
Ø In the past, the governments limited the development process upto limited areas but the present government gave equal opportunities of development to all the areas in the province and kept no difference between urban and rural areas.
Ø The present government gave top priority to the areas neglected in the past so that the living standard of the people of the areas could be upgraded and sense of deprivation be eliminated.
Ø The credit goes to the present government that it gave time frame for completion of development projects. The underpasses in the provincial metropolis and other cities completed within record time of less than 90 / 90 days while in the past such underpasses were completed in the years.
Important Achievements
Ø Rs.1452 billion were released during the fiscal year 2002-03 which were utilized for construction of 184 kilometer new roads while one bridge was constructed and 448 kilometer long roads were widened.
Ø Rs.2526 million were released during the fiscal year 2003-04 and 130 kilometer long new roads were constructed while seven underpasses were constructed and 712 kilometer long existing roads were widened.
Ø Rs.11673 million were released for development of road sector during fiscal year 2004-05. 716 kilometer long new roads were constructed and 852 kilometer roads were widened as well as eight underpasses were constructed.
Ø Rs.22225 million were released during the fiscal year 2005-06 under which 1340 kilometer long roads were constructed and 1115 kilometer existing roads were widened and rehabilitated.
Ø During the fiscal year 2006-07, Rs.18330 million were released and 1049 kilometer long new roads were constructed while 1130 kilometer long existing roads were widened.

Ø The government included private sector in progress and development process under which BOT (Built Operate Transfer) idea was given. Lahore-Faisalabad Road was the first project of Pakistan which was made on BOT and is running successfully.
Ø The work on Lahore Ring Road, 61 kilometer long, is speedily continue which will be completed at a cost of Rs.80 billion. Nine interchange besides 19 construction sections are included from Niazi Chowk to Ferozpur Road, 43 kilometer long area which will be completed within 2007-08 and after which work would be started on 18 kilometer from Ferozpur to Shahpur Interchange. After the completion of this project, the traffic flow inside Lahore would be decreased, environmental pollution will lessen and new job opportunities would be generated.
Ø The government is determined to provide a solid base for construction of roads. Wit the construction of Sialkot-Lahore Motorway, the traveling time between the two cities would save 45 minutes. Link would also be provided to Gujrat, Wazirabad and Gujranwala so that a large number of citizens of these areas could be benefited. This motorway would also be linked with Lahore Ring Road on which the work has been started. Three foreign universities and three industrial estates would be set up on this motorway which will open new vistas of industrial development.
FEATURES OF FISCAL YEAR 2007-08
Ø Rs.14.300 billion have been allocated for road sector during the fiscal year 2007-08.
Ø 641 total schemes in the current fiscal year while the required funds have been provided for 200 schemes which will be completed this year. Rs.13192 million would be spent on 597 on-going development schemes while Rs.1108 million would be spent on new schemes.
Ø The 700 kilometer existing roads would widened during the fiscal year 2007-08. 10 fee wide roads would be expanded upto 20 feet while 12 feet wide roads would be expanded to 24 feet. While a target of construction of 600 kilometer long new roads has been fixed.
STRATEGY
Priorities for Punjab Road Sector, during the fiscal year 2007-08 to 2009-10 under Mid Term Development Framework has been fixed which are as under.
Ø Preparation of projects for rehabilitation of such roads which have completed their time period and preparation of Asset Management Plan for Provincial Road Sector.
Ø Construction of new connecting roads.
Ø Construction of small service roads connection south, north, east and west areas throughout the province besides connecting to national motorways. These roads would be linked with the trading areas in order to fulfill the increasing demand of trade and national and international traveling.
Ø In order to decrease the accidental ration at roads, the steps would be made to make the roads able to tolerate the increasing load of traffic according to the target of increasing GDP and increasing demand of communications.
Ø The roads where more than 800 vehicles are passed would be widened upto 20 and 24 feet by 2011-12.
Ø The roads where more than eight thousand vehicles are passes would be made dual carriage way upto 2015.
Ø The current destructed roads would be constructed and repaired.
Ø Betterment in designs and specifications of the roads.
