Chaudhry Pervaiz Elahi’s
ANTI-CORRUPTION
Policy 2002-2007


  • Chief Minister Punjab Ch. Pervaiz Elahi showed his keen interest and commitment for “Corruption Free Punjab” and to fulfill his mission deputed Brig. (R) Muhammad Aslam Ghumman as Director General Anti-Corruption Establishment Punjab three and half years back. DG ACE immediately after his posting took certain measures to enhance the performance of the department which are as under:
  1. Constitution of three regional offices at Sargodha, Bahawalpur and Gujranwala.
  2. Sanction to enhance the special allowance of the staff from 20 to 40 percent of the basic pay.
  3. Provision of vehicles for the effective performance of the department with the cost of Rs. 100 million.
  4. Sanction and posting of additional staff including Deputy Directors at district level.
  5. Provision of computers and accessories.
  6. Approval of reconstruction of the department which includes dedicated staff in its own cadre.
  7. Empowering the Director General to recommend offices of good repute for posting and repatriation of staff having bad repute.




RECOVERY
  • Rs. 877.7 million were recovered from the accused in 720 different cases and deposited to the government treasury. Moreover an amount of 2634.3 million recovered indirectly in 124 cases.

COMPLAINTS
  • Department received 54494 complaints which is a sign of confidence from the general public.
  • Enquiries.
  • As many as 20485 enquiries initiated against officials of the Punjab government out of which 18947 were completed.

REGISTRATION OF CASES
  • During period mentioned above, 5379 cases were registered against the officials of different departments out of which 4856 were completed.

TRAPE RAIDS
  • The officers of ACE, under the supervision of judicial officers conducted 480 trape raids out of which an amount of Rs. 6.53 million was recovered from the accused.

ARRESTS
  • As many as 4051 government employees were arrested during this period which includes 306 gazzetted officers and 3745 non-gazetted employees.

ARREST OF PROCLAIMED OFFENDERS
  • Influential accused were not only cooperating during investigations but their challan were not being submitted to the ACE Courts due to reasons since last many years. Despite of the facts all the these accused were serving in the departments and getting salaries without any fear. DG ACE launched a campaign and arrested 686 proclaimed offenders during this period.

SUBMISSION OF CHALLANS TO THE COURTS
  • ACE submitted as many as 2376 challans of the cases to Anti-Corruption Courts during this period.

It is pertinent to mention here that it is the present government who has adopted the policy to make Anti-Corruption Establishment Punjab an independent effective and active department to check the corruption. Many steps including recruitment of anti-corruption staff in its own cadre and amendments in rules of business in this regard are being taken.
