Policy 2002-2007


The Punjab irrigation system is one of the largest contiguous irrigation systems in the world. Main components of its colossal infrastructure comprise 13 barrages / headwork’s, 22 main canal system (3399 miles / 6429 km long with total off-take capacity of120.000 cusec / /3399 cumecs), inter-river link canal canals (528 miles/850 km long with total off  take capacity of 110,000 cusec/ 3115 cumecs).2794 distributaries and moor (193387 ,miles/ 31,214 km long) 44 small dams and an extensive network of surface drains (6122 miles/9856 km long) and flood embankments (2005 miles/3328 km long ). The system is serving 20.78 million acres/8.41 million hactre culture able command area through 58,000 off-take outlets and gradually achieved an average cropping intensity of 122 percent.
            In view if the importence of water for sustainable socio-economic development, punjab government has planned and initiated a comprehensive irrigation sector reforms programme(ISRP)
            The major programme and mega projects initiated in the irrigation sector are:
Programme.
·         Rehabilitation and modernization of barrages.
·         Integrated irrigation system rehabilitation and modernization.
·         Selective canal lining.
·         Construction of large, medium and small dams.
·         Optimal canal operation planning.
·         Transition of SCARP tube-wells to farming community in fresh groundwater areas.
·         Environmental mitigation and ground water management interventions.
·         Empowerment of farmers organization

  Evolved by the punjab government for improved resources development and management mainly focus on:
  • development and modernization of water resources systems and operations.
  • Efficient water resources management whoich is central to sustainable development and poverty allevation.
  • Achieving the objectives of eficiancy, equity and sustainability targets integrated developments goals in specific socio-political setting in th province.
  • Securing well performing irrigation system, institutionalize in participatory managmnent mode.
  • Implementing structural measures for optimal utilization of surface water resources.
  • Increasing public investments for modernization of irrigation infrastructure.
  • Developing and practicing holistic approaches to the use of surface and groundwater and enhaceing  the agricultural productivity.
  • Implementing measures to reverse environmental degradation and groundwater mining.
  • Introducing broad based institutional reform aiming at transparency efficency and autonomy to sustain the resources base and infrastructure.

The major initiatives of our government for imoproving irrigationb management include:
1.      improved canal operations and monitoring system.
In order to make the water entitlements and canal operations more transperat, the irrigation department has introduced a comprehensive system of momnotoring of canal flows and publicizing water entitlements and actual diversion on the website. In this context, IPD has ectablished program monitoring and implementation unit (PMIU). The data generated by the field formations is counter checked by PMIU nad canal operations are closely monitored in order to ensure reliable and equitable canal ends of the system. In addition to the above, a toll-free telephone No.0800-11333 has been provided for registration the complaints of the farmers. The complaints tracking facility and latest news are also available on the website.
·         Institutional reforms and establishments of farmers organizartions(FOs).
A holistic program of institutional reforms is being implemented in the irrigatuion sector.the reforms focus on decentralization, paticipatry management, farmers empowerment, and improved service delivery. The farmer organizations(FOs) in the cornerstone of the government policy and it underpins all the established at the transferred to them . so far 185 FOs are management in lower hanab canal and chashma righrt bank canal system. Another 100 FOS would be established during the current financial year on LBDC, DG khan canal and malik branch canal commands.
·         Taunsa barrage emergency rehabilitation and modernization
Taunsa barrage was the most reoblematic / sick barrage and its safety was stake. The present government, realizing the gravity of the problem, took urgent steps for conducting feasibility study and also appointed an independent international panel of experts (POE) to review the feasibility studies of taunsa barrage. A detailed project costing Rs. 11 billion was prepared for rehabilitation and modernization of tunas barrage. The project is being implemented on a fast-track basis with the financial assistance of World Bank and JICA. On the directions of Chief Minister Punjab, work is proceeding on full swing. The subsidiary weir D/S of the barrage will be completed by June 2007. the remaining civil well as electrical/mechanical works shall be completed by june 2008. the project would not only averts the risk of collapse of the barrage but will also ensure uninterrupeted and improved supply of water to farmers of the districts DG.Khan, Muzzafargarh and Rajanpur. This will greatly help in allevating poverty and bringing prosperity to the southern district of the Punjab. It is worth-mentioned that after rehabilitation of the right halkf of the barrage, DG Khan canal is being run to its designation discharge and the projects area has already started reaping the benefits of the project with effect from year,2006
·         Remodeling of LCC System Part “A”
The project was approved at a cost of Rs. 2.4 billion and launched in March 2004. The project is nearing completion. with the implementation of the project, the capacity of lower chenab canal would be raised from 12,243 cusec to 15,500 cusecs. Part “A” of the project covering LCC mainline and upper Gugera Branch would benefit 0.76 million acres area currently suffering from rotational water supply due to constraint in carrying capacity of the system.
·         Remodeling of LCC System Part “B”
Rehabilation of lower chenab canal part B (comprising burala brach, lower gugera branch, Mianali Branch, Rakh Branch and their didtributries/ Minor) jhas been approved in September 2005 gugera branch, burala branch and mianali brach systems and would be benefit 1.69 million acres of CCA. The project would be financed by JBIC and it aims to holistically improve the irrigation and agriculture production systems. The consultants have preparing tender documents. The projects is planned to be launched by August 2007. 
·         Multi-Tranche Financing Facility (MFF)
As a result of iur government negotiations, the Asian Development bank has agreed to provide 900 million US$ in next 11 years under Multi-Tranche finaicing facility (MFF) mode to support the ongoing rehabilitation and up-gradation (R&U) works and institutional reforms. Under the above Multi- tranche financing  facility (MFF) lower bari doab canal projects has been approved by ECNEC at a cost of Rs. 17.176 million. On completion of the project, 100 year old LBDC systems comprising 125 miles of main canal and 1369 miles long distributries/monor would be rehabilitated and modernized. The project would improve irrigation supply to 1.7 million acres Okara, Kasur, Sahiwal, Khanewal districts presently suffering from severe problems of rotational water supply due to constratnts in the discharge carrying capacity of the LBDC system. In addition, the following projects are also envisaged to be covered undrer the above MFF:-
1.      Pakpattan canal improvement project including sulemanki barrage.
2.      Rehabilitation and upgradation of thal canal distribution system.
3.      Sidhni canal improvement project.
4.      rehabilitation of Trimmu Barrage.
5.      rehabilitation of punjnad headworks.
·         Up coming projects
As a result of negotiates with the development partners, the World Bank has agreed to finance the rehabilitation and modernization of Jinnah and Islam barrages. In Addition, JBIC would also provide finances for rehabilitation of distributeries of Jhang Branch, link No.3 DG khan canal and malik branch system.

 Against allocated funds of Rs 8500 million, an expenditure of Rs 7376 million has been incurred till May,2007, which represent (87%) financial progress of ADP 2006-07. the balance funds will be utilized by the end of current fiscal year. Consequently 44 no. schemes included in the development program will be phasically completed by the end of june 2007. under the program, following targets have been achieved during the year 2006-07

                                    Revision of yardstick for maitanence of irrigation system
                        The yardstick for M&R of the irrigation system which was approved in 1992, was rationalized  by my governmet in the year 2004 and furthure enhaced in the year 2005-06 and 2006-07. as the result, additional  funds under M&R have been made available for sustained maintanence and upkeep of the irrigation system as below:

projected rs.792 billion.

Development of Hydel Power Stations inpunjab

There are 48 sites in the punjab where potential generated more than 2 MW power exists. Punjab government has been working on the feasibility to undertake these projects in phased manner. I am happy to announce that construction work on five hydro-power projects( marala near sialkot, LBDC near Okara, Pakpattan, chainwali near gujranwal & deg outfall near shaikhupura) will commence with the financial year 2007-08 with the financial assestence  of Asian Development bank. A ragulatry framework for inviting the private sector to undertake the remaining Hydel projects on BOOT/BOT has also been finalized. It is our desire that all available sources of energy in the punjab be tapped to augment the energy requirements of the provice.
