1.         MAJOR INITIATIVES
Redressal of grievances /provision of information through e.mail
E-mail address of the Directorate General, Excise & Taxation, Punjab, is being published on PR10 forms since 2004. Various complaints received through e-mail regarding excessive billing, harsh assessment of property Tax, etc. are disposed of well in time.
Establishment of Facilitation Centres in District E&T Office.
All District officers have been asked to establish facilitation centres for the general public. The first one has been established at E&T Office, Farid Kot House, Lahore, where help desk is established to assist general public tax-payer and assesses.
Launching of E&T Department web-site
An updated website of Excise & Taxation Department has been launched in consultation with the I.T Department, Punjab, where different forms, rates of taxes, procedure of assessment etc. can be accessed downloaded.
Issuance of revised PT-1 and PT-10 notices
PT-1 and PT-10 forms of Property Tax have been revised. Now the assessees of Property Tax can themselves calculate and assess their tax, which has to some extent decreased the discretion of the field staff and has helped in the elimination of corruption / black-mailing.
Closure of Excise Check Posts:
There were 7 Excise check posts at different entry points /GT Road of the Punjab. Due to frequent complaints against the excise staff posted at these posts and harassment caused to the commuters, Excise Staff posted at these check posts has been withdrawn and the check posts have been closed.
New pro forma for issuance of different Excise licenses:
In the past, different excise licenses were used to be issued to non-qualified persons and so called homoeopathic doctors. To stream line the procedure, a new pro forma was devised in 2005, so as to issue different excise licenses to only genuine applicants.
New pro forma for getting NOC regarding casual entertainments / musical shows etc.
A systematic procedure for getting NOC for holding musical shows / casual entertainments was adopted and for the purpose, a new pro forma was devised which is required to be filled in by the applicant at the time of submitting applications to the ETO (Entertainment). Visible increase has been seen in the recovery of Entertainment Duty after the issuance of new proforma.
Achievement of recovery targets fixed by the FD.
Target fixed by the Finance Department have successfully been achieved by the department during the financial year 2005-2006. As against target of Rs. 7.926 million, the department recovered Rs. 8,013 million during the financial year, which is 101 %.
Recruitments throughout the province in phase-I &II.
In phase-I recruitment of 212 posts of different cadres from BS-1 to BS-12 were made through out province during the year 2004. Punjab Public Service commission forwarded recommendation for the appointment of 52 E&TIs in the Department, for which appointment letters have been issued by the respective Directors, Excise & Taxation, in the Punjab.
In phase-II, recruitment for 74 posts in different scale from BS-1 to BS-12 has also been completed and offer / appointment letters are being issued by the respective appointing authorities.
For smooth functioning of MTMIS projects, advertisement for filling up 90 newly created posts of Data Entry Operators has been published on 09.07.2006 for which applications are being received.
Updation of Excise Code since 1983
The most important document on the law and rules relating to the Excise & Taxation Department i.e. “Excise Code” was updated and distributed in all the districts for guidance.
Exemption from payment of property tax for 5 marlas residential houses.
5-marla residential houses have been exempted from payment of Property Tax with effect from 01.07.2004 to 30.06.2006. Similarly, rate of Entertainment Duty has been reduced from 65% to 30% on circuses and from 150% on horse-racing w.e.f. 01.07.2004.
2.         IMPORTANT INITIATIVES IN PROGRESS AND LIKELY TO BE COMPLETED SHORTLY:
Original File Return Scheme:
The scheme has successfully been implemented in Motor Registering Authority’s office, Lahore, since 2001. However, the implantation of File Return Scheme at Gujranwala, Rawalpindi, Faisalabad and Multan districts, is under active consideration of the E&T Department.
Recruitment of new staff for Motor Branch, Lahore.
The existing clerical staff of Motor Branch, Lahore, is being replaced with computer literate Data Entry Operators to cope with requirements of computerized system of registration of vehicles. For the purpose, recruitment process of 90 Data Entry Operators is in progress.
Implementation of MTMIS Project:
Motor Transport Management Information System, which is an integrated project of Transport, E&T, Environment Protection, Police Department and Motor Vehicle Examiners / Driving Licensing Authorities, is in progress and is expected to be launched in a month’s time.
Computerization of Property Tax Record:
The project for the Computerization of Property Tax record is under way with the assistance of IT Department for which PC-1 has been approved whereas Consultants are being hired.
Collection of token tax of vehicles through banks:
The motoring public was facing hardships with regard to payment of token tax in Excise & Taxation Offices and post offices due to their limited capacity. A summary for collection of Motor Vehicle Tax through banks has been submitted to the Chief Minister for approval.
Restructuring of Excise & Taxation Department:
A scheme for restructuring of Excise and Taxation Department for effective detection of excise crimes and significant enhancement I revenue collection is under progress and for this purpose Punjab Resource Management Programme (PRMP) is actively engaged.
Issuance of Security featured registration certificates:
Apart from MRA office, Lahore, presently ordinary manual registration certificates are being issued to the motoring public. In order to eliminate the preparation of bogus / made-up registration certificates, security featured passport size registration certificates are being prepared from Pakistan Security Printing Press Karachi. The contract with the Vendor is at final stage.
Upgradation of posts of E&T Constables, E&TIs and AETOs.
A summary for revision of pay scales from BS-1 to BS-5 from BS-11 to BS-14 and from BS-14 to BS-16 for E&T Constables, E&T Inspectors and AETOs respectively was moved to the Finance Department.
Online verification of CNIC NADRA
At times, meetings were held with authorities of NADRA for online verification of Computerized NIC by the Excise & Taxation Department. On the completion of MTMIS project and networking online verification of CNIC from NADRA will be carried out.
On line verification of document of imported vehicles from Custom Authorities:
Online verification of customs documents for imported vehicles has been offered by the Customs Authorities. However, on the launching of MTMIS project, the facility offered by the Customs Authorities will be availed for quick and prompt registration of imported vehicles.

MAJOR INITIATIVES AND TARGETS, WHICH ARE PROPOSED TO UNDERTAKE / ACHIEVE IN FUTURE.

Provision of vehicles for the staff:
Being a tax collecting agency, officers / officials of Excise & Taxation Department have to regularly visit their respective areas of jurisdiction to achieve maximum recovery. Provision of vehicles for the officers as well as officials is imperative to enhance the working of E&T personnel. It is therefore, proposed that independent vehicle for each BS-17 and above officers and minimum two vehicles for the field staff may be allocated.
Incentive scheme for efficient employees:
The Excise & Taxation Department is biggest provincial revenue generating agency for the Punjab. The efficient employees achieving fixed targets may be rewarded with cash / certificates. 
Weaponry and Communication System:
The drug traffickers during the modern days are well-equipped in their modus operandi, whereas the Excise staff deputed on the detection of excise crimes, is without any equipment and weapons. It is proposed that the concerned may be provided with adequate equipments and official weapons.

HEAD-WISE RECOVERY ACHIEVEMENTS DURING THE FINANCIAL YEAR 2005-2006.

Excise & Taxation Department is responsible for the assessment and collection of provincial taxes, duties and detection of excise crimes. Important points relating to collection of different levies administered by the Department during the year are discussed below:
EXCISE DUTY AND PERMIT FEES:
Excise duty is levied on the manufacture of liquored bear and Vend fee /permit  fee is levied on the transport, sale and consumption of alcohol and alcoholic liquor for industrial, medicinal and consumption by non-Muslim Pakistanis and foreigners. The target of collection fixed for the financial year i.e. 2005-2006 was Rs. 888.680 million, whereas actual collection during the year has been Rs. 828.676 million which is 93% of the target.
PROPERTY TAX
Collection target for the year 2005-2006 was fixed at Rs. 1,888 million. A sum of Rs. 2186.405 million stands recovered during the year, which is 116% of the target.
MOTOR VEHICLES TAX
The department has been assigned the target of Rs. 3,894/- million under the head for collection during the financial year 2005-2006. The department has recovered an amount of Rs. 4,036 million during the financial year 2005-2006, which is 104% of the target.
ENTERTAINMENT DUTY:
The department has been assigned the target of Rs. 31 million under the head for collection during the financial year 2005-2006. An amount of Rs. 48.469 million has been collected by the department, which is 156% of the target.
